RedHat 8 does this to limit denial-of-service attacks against xdmcp. 
The problem should clear up by itself in 5 minutes.  If no one else is
signed in, you can use "telinit 3; sleep 5; telinit 5" on the server. 
WARNING: This will kick every graphics session off of the server.
