Leo,
Your dhcpd.conf looks pretty good. I can't see how
that file could be causing the problem.
But, here's some things to check:
1) make sure you've restarted dhcpd, and that it is definately
using that config file.
2) When the client fails, press Shift-PageUp and scroll back
through the kernel messages. You should be able to go all
the way back to where the kernel first takes control. you
should be able to see the kernel command line that is being
passed via Option-129.
3) For the NE2000 card, make sure your IO is correct. Etherboot
will display the IO address that you should be using.
4) For the 3c509 card, make sure you've disabled Plug-n-Play on
the card. You will need a 3Com utility to disable it.
5) Double check again that you've restarted dhcpd and it is using
that config file.
