Runlevel 3 is really intended to be used for diagnosis of
problems with ltsp terminals.

runlevel 4 is better suited to what you want.  Plus,
there is an ssh package for LTSP on the download page.

Way down near the bottom of the download page, look
for Patrice Dumas. He created the ltsp ssh package.
