John, Although I'm definitely not a technical heavyweight, I read your paper with interest, and you present the technology and cost cases very clearly.
However, I think that Support is a major factor that warrants more attention. At the top of page 7, you point out the advantages of the PC Workstation/Server configuration: Ubiquity, familiarity, and held by many as the "de facto" standard. These advantages mean that support is never far away, in the form of a person claiming at least some knowledge of Windows, even though one may worry over the depth of knowledge, and the price! Support for GNU/Linux on the other hand is more often obtained over the Internet. The level of expertise is usually very high - often extremely high (thank you, Jim!) - as well as generously and freely given. I believe this means that organisations migrating to GNU/Linux should have a physical (but not necessarily full-time) person available, with the expertise to work with Windows as well as a good understanding of the GNU/Linux world.
