Will, I'd say that you either are missing the file you are trying to download, or you just have a typo in your /etc/dhcpd.conf file.
Here's a couple things you can do, to produce more info for us to help you figure it out: 1) grep filename /etc/dhcpd.conf 2) ls -l /tftpboot/lts Send us the output of those commands, and we'll see if we can help you figure this out. Also, you could drop into the #ltsp IRC channel at irc.freenode.net for interactive help.
