Check if you ave a file named " dhcpd.conf " in the /etc directory

if yes 
type the following command   service dhcpd restart

in that case if the dhcpd deamon is working you may receive this answer
dhcpd stop        [ok]
dhcpd start        [ok]

or 
you need and upgrade of your dhcp server program.



In all other cases you have a dhcpd related problem.
