I have got good results with the Netgear products. They have a very strong signal. We use it here though 2 ceillings. For the VPN you have two choices. The first is MS pptp. Easy to use but not very secure. The second using freeswan. This is very secure, faster but a littlebit more complicated to install. I do not know any cheap out-of-the-box systems.
