I used a different system to write it.  The other
motherboard has a DOC socket of the same configuration
and it reads and writes the DOC.

I went to the web site of the manufacturer:

    http://www.m-sys.com/

and downloaded a software package that contained some
utility programs.  They also sell PC adapters that
enable a PC to write to a DOC.  Then, I put the DOC in
the motherboard, booted FreeDOS and reformatted the chip
with the following command (I think this is right?):

    dformat /win:d800

This format command also installs a "TrueFFS" driver
onto the DOC that makes it appear to be a MS-DOS
formatted disk.  Then I used the command:

    FreeDOS> sys /s e:

to copies the FreeDOS boot information to the DOC.  
Finally, I went to Rom-O-Matic, created a ".COM" boot
image and used it on the DOC to replace "COMMAND.COM".

Once you have a DOC image that works, you can use the
commands "GETIMAGE" and "PUTIMAGE" to save and write
the entire DOC image.
