I assume this is only a side-effect of ltsp config tools. The
difference is that a chrooted dhcpd only sees a certain subtree, which
resulst in dhcpd.conf living somewhere else than /etc/ probably.
If you configure everything working, copy the /etc/dhcpd.conf over
into the chroot jail and enable chrooting, it should work as well.

If not, please give details what doesn't work, which error messages
you get etc pp.
