Yes. Playing Mpeg on a thin client generates a lot of network traffic but can work OK.

The decoding happens on the server. Raw video is sent to the thin client for display. Any codec (eg Mpeg video card) on the client is irrelevant.

The frame rate is generally the first thing to go if the traffic gets too high.

640x480 = 307200
16bpp = 614k per frame
So you will get around 16FPS with VGA quality on a 100baseT network.

The bits per pixel may differ. IIRC, the different components of a video stream have different numbers of bits to reflect the eye sensitivity.

Resizing the frame in KDE media player or Xine can smooth the playback in network congested environments.
