You could use a combination of X, xsetroot, xli and xmessage. Perhaps this
is a bit rough, but I'd try starting up X without -query or whatever, then
doing an xsetroot to change the screen color to black, then use xli to
print a graphics file to the screen and finally xmessage to display a box
like "Click enter to start the ICA session".
All of these commands are fairly well documented - if there's no manpage
for them on your system, google helps quickly.
