You also need to add option-128.
Add the following line to your dhcpd.conf file:
option option-128 e4:45:74:68:00:00;
That should take care of it.
Also, you might need to turn off plug-n-play on the card.
If you have a really old 3c509, it will have jumpers. Newer cards
require you to turn off pnp using a 3com setup utility.
