I didn't notice the reply settings for the list, so my answer went only to Amit yesterday. Here it is.
please remember that my advice is a bit crude and unseasoned.

I take it you mean it's not possible to login. That's because of user permissions and files.
How to migrate users to new server.
Depending what distro's you're migrating between and what settings you've got, you can perhaps just copy over the corresponding user, group and password entries between /etc/passwd, /etc/group and /etc/shadow.
Better check first, or try it out with a single user first.
Then you can use some means to set user and group ownership for each home/whateverusername directory, e. g. the point and click Konqueror.
I guess some orthodox soulds might have things to say about the approach, but it did the trick for me in an urgent situation.
BTW, don't forget /var/spool/mail for the users
Taking backups of the old /etc/ (for dhcp.conf, sendmail.cf etc.) and the old ltsp settings files might come in handy too.
