If those dots come in at less than one dot per second, this probably means that tftp transfer is not working. You state "tftp -- file request is made". Does this mean such a request shows up in the system log? Might you have some kind of firewall (what does iptables -L -n or iptables-save say)? If this is not helping you any further, the output of ifconfig iptables-save the file contents of /etc/inetd.conf /etc/dhcpd.conf (or whatever that file is called on your box) and all log messages related to that machine booting up would be the data that could help me telling you more details.
