Okay I see where I got RUNLEVEL from now. In the lts.conf.readme file it
says:

  RUNLEVEL = 5
#     As of 2.08pre2, you can specify the runlevel you want the
workstation
#     to be in. Available runlevels are:

#        3 - Shell on the console of the workstation. This is useful for
#            debugging.
#
#        4 - Telnet session(s) to a remote host (TELNET_HOST).

#        5 - GUI workstation.  This will invoke the X server and have it
#            do a -query to the XDM_SERVER.

#      If RUNLEVEL is not specified, it will default to 5.

Perhaps it should be removed for LTSP 4.1?
