If you're willing to go to VNC, I'd guess that one or more of the addons listed here might do what you need:
http://dcs.nac.uci.edu/~strombrg/vnc.html#addons If that doesn't have quite what you need, you may be able to use some form of VNC proxy in between your Xvnc and your student's vncviewers, and then kill -STOP and kill -CONT the Xvnc as needed, with the proxy handling screen refreshes for the vncviewers.
