Thanks Jim,

That was the problem.   I have been using the Symbiont Workstation
manager to manage LTSP and it always resets USE_XFS setting to Y when I
make any other changes to the configuration. 

I'll send them a message and let them know as soon as I am sure it is a
bug and not my lack of familiarity with their software.
