You could try the INT18 option. I had a Pentium machine around here that refused to boot off a ROM on a PCI NIC (no real support for expansion ROMs) but worked with the INT18 option switched on. This requires to NOT have any other bootable media inside that computer though, as the INT18 is the fallback interrupt after all other boot methods failed.
