I do not understand the exact nature of your problem. Is it a) the "kdm" daemon is running, but only allowing remote clients a graphic login screen or b) "kdm" is not running at all because the system will not run that executable? In the former case, you will have to edit the line "StaticServers" in kdmrc (possibly more than that, take this as a first hint). For b), you will have to investigate how Mandriva manages init scripts, wether the init script for "kdm" exists (in /etc/init.d), wether it is executed on bootup and how to make it actually start the kdm process.
