Plugins should be global by default.  For settings, you can alter the
prefs.js file for the default profile--though it will get overwritten on
updates.  On fedora and suse it is located at
/usr/lib/firefox/defaults/profile

The easiest way is to copy the prefs.js file out of the .mozilla folder in
your home directory after you have configured firefox to your liking.  

I haven't tried extensions, but I assume you could put them in
/usr/lib/firefox/extensions
