Case in point - now Google again and try to compare the quality and

You are comparing and lumping together different things here - probably 
in the MS world everything is lumped together and all mixed up 
conceptually  from the sewerage to the plumbing to the 
air-conditioning.  Which may seem great until the day when the sewerage 
spills over :-)

LTSP provides basic services for terminal services whereas various 
GNU/Linux programs proved file/operating system level user management. 
There are GUI applications embedded in KDE and Gnome which makes use of 
these programs.

What you are looking for is an application that would manage user 
accounts specifically for  easy usage under LTSP  - unfurtunately I'm 
not aware of such a project but I may very well be wrong.  That is not 
the end of the road though - if there is nothing out there for easy 
consumption you can always build a set of scripts to do this yourself.

Most folks use a powerful proxy server called Squid or perhaps something 
like  http://www.urlfilterdb.com/Software.htm running on Squid.
