Well one way that is easy:

At site 2 (for eg) where site 1 has the windows server

Client-a connects to server 2, runs an X session.
Client-a openvpns to server 1, (after lots of hastle trying to get winders to 
route, wins to run, all to work nicely - works, runs, is really not nice or 
consistant, sometimes neighborhood shows machines sometimes only IPs 
accessable) I use bridge networking

Now client-a can rdesktop to winders-server.

On a not-client machine on site1 I can openvpn to server2 then rdesktop to 
winserver on site 1. Ergo it is possible to build openvpn into the LTSP 
client.

However, if you can specify the rdesktop ports then its easy to:
client-a ssh port forwards the-required-ports to 
server-1:ipaddress-of-windows-server:localport
THEN
client-a rdesktops localhost localport
and connects via ssh not vpn to winserver directly.

The bottom line: lots of ways work. Some are easy, some fiddley but suitable 
for large deployments, but the answer is yes
