On my Suse 9.1 in the school, it's like this:

server02:/etc # ls -al ltsp*
-rw-r--r--  1 root root 167 Apr  4  2006 ltsp-localdev.conf
-rw-r--r--  1 root root 181 Sep 13 16:40 ltsp.conf

So it's like on your system now - and this might not be the reason why 
it doesn't run here.
