Actually, it proves that xinetd is running AND it's configured to listen
on port 69. This probably indicates that it's setup properly for tftpd.
It would be a real longshot for some other service to be configured for
port 69.

If it were a permissions problem, tftp would return immediately with a
permission problem. It wouldn't sit there displaying dots endlessly.

This is more likely the problem. Either he's trying to get the kernel
from a different server, OR he's got DHCP-3.0.3 (or newer) and he doesn't
have a 'next-server' entry in his dhcpd.conf file. Or, he's got firewall
rules blocking access to port 69.
I suggest looking at:
http://wiki.ltsp.org/twiki/bin/view/Ltsp/DHCP
It explains the problem with DHCP-3.0.3 and how to fix it.
If that's not it, then check the iptables firewall rules with:
iptables -L
Make sure it's either not configured at all, or that it's allowing port 69
My hunch is still on the DHCP-3.0.3 issue though.
