Windows XP Workstation and Server will only allow one or two remote 
connections.  To allow more, you'll need Terminal Server on the server 
with the appropriate number of client licenses.  I think they run around 
$100 USD per client plus the server license.  Connecting from rdesktop 
has nothing to do with it; the same limit would occur if you had tried 
to connect via another Windows desktop using Microsoft's RDP client.  
Also, if those users are accessing software like Microsoft Office, you 
will need to purchase the appropriate number of user licenses for the 
software.

It is not cheap; that is why projects like LTSP exist, because you can 
quickly get into tens of thousands of dollars in software licenses alone 
when building out a Windows terminal setup.
