I was not planning on changing the ownership of single files but my comment was about changing the directory to prevent other plugins from also being installed.

I still don't like that idea. People should have full ownership of all files and directories in their home.

I am really going out on a limb here, since I have not tried it before,
but what about making the root owned simlink with the whole plugin
directory, instead of just the flash plugin.  My other thought would be
to change the plugin folder in each $HOME to not allow write. 

Either way, the only plugins would be the ones you install.
