xdmcp isn't a program, it's a protocol. It's provided by an X Display manager, like GDM, KDM or XDM.
It should already be there. Edubuntu includes a version of LTSP that doesn't need xdmcp, it uses LDM instead. You shouldn't need to run ltspadmin or ltspcfg on an Edubuntu system, unless you want to replace the Ubuntu version of LTSP with LTSP-4.2 from LTSP.org.
