Well, it may vary of which kind of environment do you have.

You want to broadcast a message to clients that use text mode, graphical
mode or a mixed setup of both?

If they're using graphical mode, they are used to do rdesktop or
anything like VNC ?

Which kind of WM do you use on stations when using graphical mode?
