Well... yes, the change I proposed makes keyboard layout selection
work, based on LTS.CONF. This only affect the behaviour of "xkb", and
only in X server.

Unfortunately, I didn't looked deep enough to see how to select a
keyboard layout for use in text mode, based only in the LTS.CONF file.

If it helps, once the user gets to the "shell console", he/she can use
the command

loadkeys /usr/share/kbd/keymaps/i386/qwerty/es.map.gz
(or whathever is the path/filename to the spanish mapfile)
