The functionality you describe can be achived with Cygwin/X (http://x.cygwin.com/) and openssh. Performance is an issue though in WAN configurations. NoMachine NX and/or FreeNX enables you to bring an X-Window desktop at a responsive speed even over WAN's. Don't know about ability to bring single applications, because I use it only as a remote Linux desktop.
