No, but that may not mean much. iptraf can tell you which protocols and such are sucking up the bandwidth, and you could configure tcpdump to watch just that traffic. I'm not sure how this would let you isolate individual users in any case. All of the traffic is to or from the server, since the user applications actually run on the server. "User" is a pretty high level concept for IP-oriented tools like iptraf.
