I think the following should work regardless of LTSP version (comments anyone?): http://wiki.ltsp.org/twiki/bin/view/Ltsp/LTSP-42-LocalDev#Disabling_local_device_access_fo I don't think it should prevent the first boot, as that it prior to the kernel being installed on the client.
