Seems that the image is loading, so there is nothing to do with dhcpd.conf. What is (are?) the difference(s) between 'test' and 'work' envirnoment? I.e. where is the server and what is the client in 'test' and 'work'. Did you create root account in ltsp chroot and enable the console?
