Just a response to this paragraph:

I have looked at using the existing DHCP server, but unfortunately it
is a Netware server and the administrator says there's no way of
rejecting specific MAC addresses.

If you tell the Netware admin to open up the DNS/DHCP management console (not 
everyone uses this anymore a lot of people use iManager in which case the steps 
will change, the DNS/DHCP management console will be in the PUBLIC folder on 
the SYS volume) click the DHCP Service tab and then click Global Options (It 
looks like a Globe with check marks next to it). Then click Exclude Addresses, 
and you can add MAC addresses to exclude.
