Is this annoying during login, i. e. with kdm for instance? There is an 
option for kdm in /opt/kde3/share/config/kdm/kdmrc somewhere :-) or in 
/etc/X11/xdm/xdm-config maybe, but if you use gdm or ldm, no idea where 
they have it.

Alternatively, take a look at the Xorg configuration, or even lts.conf - 
  you might want to add a keyboard parameter here, but I don't know what 
its name would be.
