Skype can not do PulseAudi (as well as most softphones, unfortunately) so really the only chance is to run it locally which is a pain. I have tried to make it working few years ago and I gave up and bought bunch of Grandstreams GXP-2000.
P.S. Hate skype as it is using proprietary protocol - use SIP whenever possible. Stefan U.
