You can put a default desktop and home directory in /etc/skel.  This will
automatically become the home directory for any new user that you create.

You'll probably want to use rsync or tar or something to remove and recreate
the user's home directory on logout.  For a Gnome desktop, you can call your
script from /etc/gdm/PostSession/Default.
