You need LTSP Cluster:
https://wiki.stgraber.org/LTSP-Cluster/Documentation/OpenVZSetup#head-159922e28893e6c33dd58a5f96f2c4121a4393aa

Documentation is very sparse, but it's working perfectly on setups with
several thousand terminals.

The code is a major rewrite of Mille-Xterm that is now maintained by an
official Ubuntu developper. Packages are in a PPA (Personal Package
Archive), because code changes fast, but they will probably be included
officially in the next Ubuntu LTS release.
