I've been using a tool named Autopoweroff for automated tc shutdown.
Writing about this has been long overdue, so I wrote now a quick blog
entry about it:

http://www.opinsys.fi/en/automatic-ltsp-thin-client-shutdown

This doesn't warn users that it is about to shutdown, but keyboard and
mouse activity keep the thin clients from shutting down while in use.
The autopoweroff package is not distributed with ubuntu, so this is not
ready out-of-the-box.
