Hmm. This (in german) http://wiki.ubuntuusers.de/PolicyKit says that the policykit GUI went away with Karmic, but that it's still used and accessible via CLI. The Karmic laptop in front of me has it installed, but that may be because it's upgraded from Jauny. What does $ dpkg --get-selections | grep policykit give?
