AFAIK, three layer configuration (default, system, user) is available in
the XCU files and can be customized. You can even force some config
values so users can not change it. If you are not running OpenOffice.org
as a local app it has nothing to do with the LTSP.

It is possible to save your XCU layer as an extension and apply it using
unopkg so you can backup and update configuration easily. Only
differences should be saved in the extension and they will be merged
with the current configuration templates after installation.
