LTSP 4 works well, but you cannot have all the LTSP 5 features (sound, 
automount media etc)
You may also consider ditching LTSP altogether and using standalone clients 
based on Damn Small Linux or similar
You may also weigh up the odds of buying a modern cheap PC vs paying the 
electricity costs for an old dog and the cost of (the lots of) time to 
implement LTSP 4

Given the 'public library' use scenario I feel that doing the cheap thing 
easily leads to the "we tried linux and it was an utter mess"
Moi would get any of the $100ish thin clients available and use those
In other (harsher) words I don't think you are doing You, LTSP or Linux any 
favours by doing a cheap one legged system.
