You're right!
This is some sort of general networking problem. The web browser had
worked on the LTSP server after the initial Lubuntu installation, but
now it doesn't, generating the same error as on the client.
Ping does work.
Working back towards the state the LTSP server was in when the browser
worked, I removed the nameserver entries in
/etc/resolvconf/resolv.conf.d/base, then the entries in
/etc/network/interfaces. (I also tried setting up eth1 as static.) I
restarted the router.
None of that solved it. So that leaves perhaps the Lubuntu updates
(can't remember if I tested the browser before or after those) and the
LTSP setup as possible culprits.
Could it be that dnsmasq trips over the native/initial provision for DNS
in Lubuntu?

I did this after the default DHCP setup with network manager resulted in
