In Debian (at time of writing) testing has ltsp-5.5.2-1 which works 
great.

Stable has ltsp-5.4.2-6+deb7u1.

the server is

Taking these steps

1 installed wheezy with lxde from a live usb stick I had.

2 aptitude update && aptitude -y full-upgrade && aptitude clean

3 aptitude -R install ltsp-server-standalone dnsmasq nbd-server

4 ltsp-info gives

server information:

Description:    Debian GNU/Linux 7.6 (wheezy)

Codename:       wheezy

5 edit /etc/modules was not needed since it already contained the 
module loop

6 ltsp-config dnsmasq

7 edit /etc/dnsmasq.d/ltsp-server-dnsmasq.conf to comment out dhcp 
range line leaving dhcp proxy since server only has one nic

8 service dnsmasq restart

looking for update-kernels.conf

9 find /etc -name update* yields

/etc/initramfs-tools/update-initramfs.conf
/etc/resolvconf/update-libc.d
/etc/resolvconf/update.d
/etc/updatedb.conf
/etc/ca-certificates/update.d
/etc/alternatives/updatedb

but no update-kernels.conf

looking at ls /usr/share/doc/ltsp-server/examples/
dhcpd.conf  ltsp-cluster-info.desktop  ltsp-server-dnsmasq.conf  
qemu-ltsp
lts.conf    ltsp-restart.desktop       ltsp-shutdown.desktop     xinetd.d

Create /etc/ltsp/update-kernels.conf from scratch?
