Thank for your help. I reboot my server and made this  and  I executed  
following commands again.

echo 'IPAPPEND=3' >> /etc/ltsp/update-kernels.conf
/usr/share/ltsp/update-kernels
ltsp-update-image --cleanup /

Now, clients start up OK.   Thanks

If you reboot your server, does the client then start?
If not, what is the output of this command?
$ apt-cache policy ltsp-server
