Hi,
lttng-modules, the kernel tracer, cannot be packaged for Fedora as they
do not allow packages for non-mainline kernel modules.
ltt-control is part of the older LTTng 0.x, which is now under
deprecation as we get ready for LTTng 2.0. It's now replaced by lttng-tools.
There are still no packages for lttng-tools, but I suppose those will be
out once LTTng 2.0 is officially out.
