otfl-* that were written specifically contain "GPL" as does the readme, but the rest is "CC0", which I hadn't heard of before now but after a very very brief look certainly don't object to. I'm assuming ConTeXt isn't under the GPL or the whole package would have to be, right?
ConTeXt's license is quite unclear, but I consider it's GPL, and thus luaotfload is GPL (no other choice, as it contains GPL code).
