The current policy is to avoid clashes in rock names, but we're not reserving module names to particular rock authors. (After all, there's always the possibility of authors providing alternative implementations that serve as drop-in replacements, and if two modules have incompatible APIs, their users can specify which one they want through dependencies -- remember that modules 'foo' from two versions of the same rock can be as incompatible as modules 'foo' coming from two rocks with different names.)
