That module is currently orphaned, it was brought over from the old LuaRocks repo. In order for it to appear in the main manifest a versioned, non-development rockspec needs to be uploaded. Ideally the owner of the module claims it on luarocks.org. Maybe you can post in the issues tracker asking for them to do it?
Alternatively I see another version of the module uploaded: https://luarocks.org/modules/aretan/lua-phpserialize We could promote that one to the root manifest.
