Exactly. As a long time Plain TeX user, I only will accept changes from Knuth not others and so other Plain TeX users.
I'm not talking about modifications, but extension when you call 'luatex' or 'pdfluatex'. LuaTeX needs some low-level macros like \newattribute, or multiple callbacks in order to work normally. It's not adding new features for the fun, it's adding low-level macros that will be used by users, like \newskip, etc.
